Recommendations The Finance Committee is requested to: a) Note that the first draft outturn for 2007/08 indicates a small surplus (under-spend) position of £34,000 (0. 7% of income); b) Note that these figures represent an early indication of the outturn, with a significant amount of work still to be undertaken on reconciling final project income and expenditure, and year-end debtors and expenditure accruals. Executive Summary Finance Committee has received budget monitoring statements throughout the year, highlighting the Authority’s budget management performance against a target of seeking, as far as possible, to maximise use of available resources. The first draft of the outturn for 2007/08 indicates a small surplus (under-spend) position of £34,000 (0. 7% of income) on total budgeted available income to the Authority of £4.601m, equivalent to 0.7% of income. Figures reported here are preliminary estimates of the outturn position. Considerable work remains to be undertaken on reconciling final project income and expenditure, and year-end debtors and expenditure accruals. Further updates will be provided to the Committee as we prepare the final accounts for external audit review in early June. 2007/08 BUDGET: FIRST DRAFT OUTTURN – FOR INFORMATION Background 1. This table presents cash-based figures, excluding at this stage depreciation and notional cost charges, for which the Authority received a separate notional cost resource allocation. In brief, Core expenditure appears to have been held at some £24,000 below budgeted levels. 5. Current estimates for Operational Plan activities suggest expenditure at £1.706m – around £29,000 higher than the baseline Operational Plan budget of £1.677m. 6.
